If you rely on SNAP benefits to feed your family, the safety net has quietly vanished. For the last two years, if criminals drained your EBT card via a skimming device, the federal government would reimburse you.
As of late 2025, that federal protection has expired.
Here is the Bottom Line Up Front: If your benefits are stolen today, you likely will not get them back. Most states have not approved state-funded reimbursement plans for 2026. Your only defense is a proactive “Card Lock.” We strongly recommend all EBT recipients download their state’s official EBT app and freeze their card immediately after every grocery trip.

The “March 1” Reality Check
March 1st is typically when benefits reload for millions of households. It is also the #1 day for theft. Criminals know the schedule. They place skimmers on terminals in late February and drain accounts the second the deposit hits at midnight on the 1st.
The New Risk Profile:
- Old Rule (2023-2024): Stolen funds replaced within 10 days.
- New Rule (2026): “Denied. No federal funding available.”
How to “Lock” Your EBT Card (Step-by-Step)
You do not need to wait for a physical chip card to protect yourself. Most state EBT vendors (FIS/eBtEDGE or Conduent/ConnectEBT) now offer a “Freeze” feature.
- Download the App: Search for eBtEDGE or ConnectEBT (depending on your state) in the app store.
- Register: You will need your EBT card number and PIN.
- Find the Toggle: Look for a button labeled “Freeze Card,” “Lock Card,” or “Block Internet Transactions.”
The Strategy: Keep the card LOCKED 29 days a month. Only UNLOCK it when you are standing in the checkout line. Lock it again before you walk out the door.
Which States Are Safer?
Some states are proactively mailing new Chip-and-Tap cards which are harder to skim.
- Safe Zones: California and Oklahoma are currently rolling out Chip cards.
- Danger Zones: States still using “Magstripe Only” cards are high-risk targets.
Pro Tip: Even if you have a new Chip card, keep it locked. Thieves can still drain funds via online transactions if you aren’t careful.
What about the ABAWD Work Rule?
Adding to the stress, stricter work requirements for “Able-Bodied Adults Without Dependents” (ABAWD) expand again this year. If you are between 18–54 and not disabled, verify your work hours (80 hours/month) with your caseworker before March 1, or your benefits might be cut off regardless of theft.
